Brown said Wednesday he secured federal funding for terms similar to those outlined in the contract he proposed last week: The Guard can not handle custody duties for anyone accused of immigration violations, build border barriers or have anything to do with immigration enforcement.

The Trump administration and the state of California have been engaged in an escalating battle over immigration issues such as the president's bid to strip federal funds from so-called sanctuary cities, counties and states that do not cooperate with federal immigration authorities.

In a letter addressed to federal officials this past Wednesday, California Governor Jerry Brown announced he would accept federal funding to send 400 national guard troops to the border to "Supplement the staffing of its ongoing program to combat transnational crime".

The full deployment would almost triple the size of the California National Guard's transnational crime program, which now has 250 members, about a fifth of whom are at the U.S. -Mexico border.

A poll released Thursday by UC Berkeley's Haas Institute shows 66 per cent reject Trump's assertion that a wall on America's southern border "is an important immigration policy priority'. And the California National Guard will not be enforcing federal immigration laws".

An estimated 250 troops have been deployed in Arizona, 60 in New Mexico and roughly 650 in Texas, said Lt. Gen. Daniel R. Hokanson, vice chief of the National Guard Bureau.
