United Nations council rejects Russian Federation resolution on Syria

During the Security Council meeting, US Ambassador to the UN Nikki Haley expressed Washington's preparedness to launch more military strikes on Syria if Washington learns that the Syrian government carries out a chemical weapons attack.

"I ordered the United States armed forces to launch precision strikes on targets associated with the chemical weapon capabilities of Syrian dictator of Bashar al-Assad", US President Donald Trump said late Friday at the White House.

"I have repeatedly expressed my deep disappointment that the Security Council failed to agree on a dedicated mechanism for effective accountability for the use of chemical weapons in Syria", Guterres said on Friday after the US, France, and the United Kingdom attacked the Syrian government.

Former President Barack Obama considered a limited military strike in retaliation, as Syria crossed his infamous red line, but he ultimately opted for a diplomatic solution that would purportedly eliminate Syria's chemical weapons stockpiles.

"Reports suggesting yet another deadly chemical attack may have been carried out in Syria on Saturday in the town of Douma highlight the impotence of the worldwide response to earlier attacks alleged to have been carried out in Syria", UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein said in a statement on Monday.

Doctors and witnesses have said victims showed symptoms of poisoning, possibly by a nerve agent, and reported the smell of chlorine gas.

After a heated two-hour debate, the United Nations Security Council rejected a Russian resolution Saturday that would have condemned airstrikes carried out hours earlier by the United States, Britain and France against Syria.

Russian Federation and Syria have said there was no evidence of a chemical weapons attack.

France and Britain discussed with the Trump administration how to respond to the Douma attack.

Tuesday's intensive voting came as Security Council members were striving to set up a mechanism to determine which side was accountable for the chemical weapons use in Syria.

Nebenzia told the council Tuesday the United States resolution was trying to recreate the JIM, which he said "became a puppet in the hands of anti-Damascus forces".

"It's time for Washington to learn that the worldwide code of behavior regarding the use of force is regulated by the United Nations Charter", Nebenzia said.

Iran, the Assad regime's other key ally, called the US -led strikes an "aggression" that was "a flagrant violation of worldwide laws and a disregard for Syria's right of national sovereignty and territorial integrity", according to Iran's semi-official FARS News agency.

Alternatively, a Syria strike could also be justified as action to stop the use or spread of weapons of mass destruction taken because the UN Security Council has been unable to act.

The State Department says it doesn't know what chemical was used, but says it is confident Syria was responsible. "Unfortunately, chemical weapons use to injure and kill innocent Syrian civilians has become all too common".
