Senate Minority Leader Chuck Schumer said he and Senate Majority Leader Mitch McConnell had "come to an arrangement", with Schumer saying he believed there was a "real pathway" to get a bill dealing with immigration on the floor of the Senate.
Democrats have accused Republicans of poisoning chances of a deal and pandering to Trump's populist base by refusing to back a program that protects an estimated 700,000 "Dreamers" - undocumented immigrants who arrived as children - from deportation.
As the government shutdown approached the end of its second day, Majority Leader Mitch McConnell (R-KY) announced that a vote on a bill that would fund the government through February 8 will take place at noon ET Monday - as opposed to 1 a.m., as originally scheduled.
Hopes that the shutdown, which began at midnight Friday, could be limited to the weekend were raised when a bipartisan group huddled for hours on Sunday trying to end the standoff, but they ultimately failed to reach a deal.
The spending approved Monday funds the government through February 8.
"It is abundantly clear that the Senate can not make progress on any of these crucial matters until the government is re-opened", McConnell said on the Senate floor, as he promised to allow an immigration policy process so long as the government was not shut down.

Tens of thousands of federal workers had begun closing down operations on Monday, the first weekday since the shutdown, but essential services such as security and defence operations continued.
Many progressives quickly criticized Democrats' reversal.

The next vote to reopen the government is scheduled for 1 a.m. "Second, it extends health insurance for nine million vulnerable children", McConnell said on the Senate floor.
"We will make a long-term deal on immigration if, and only if, it is good for our country", Trump said in a statement Monday.
Any immigration deal reached by the Senate would still need to be approved by the House of Representatives.
McConnell then proposed the Monday noon ET vote, to which Schumer did not object.
Republicans, on the other hand, are holding out for a deal that would include funding for increased border security, including for the construction of a southern border wall. "And it's our job to fund government and keep government open", Kennedy said.

It is also worth noting that if it were not for McConnell's obstruction, Congress would have passed the DREAM Act in 2010, and Trump could not have have suspended DREAMers' legal status by executive order in the first place.
